A key article in the latest issue of the "Voice of Khurasan," an English-language monthly magazine published by Al-Azaim Media Foundation, a media outlet linked to the Islamic State Khorasan Province (ISKP), which defines itself as a supporting entity for the Islamic State (ISIS), disparages the ruling Al-Saud family of Saudi Arabia as "the Saluli Regime," after early Islamic figure Ubayy ibn Salul who is seen as treacherous to Islam and only nominally Muslim, and accuses Prince Mohammed bin Salman for allowing polytheistic cultural openness at the cost of shari'a.
The article, titled "The Saudi Saluli Regime," observes: "It is very sad that the lands of the Two Holy Mosques are under the oppression of the filthy Saluli regime and its hypocritical dogs who sit in the House of Ifta (issuing religious verdicts), where they propagate the permissibility of Christian laws in place of Allah's religion. They have numerous hypocritical dogs labeled as scholars and shaykhs who permit every form of oppression, immorality, and secularism for Muhammad bin Salman under the guise of economic progress."
Appearing in Issue 38, which is dated Safar 1446, in the Hijri calendar, which corresponds with the lunar month beginning August 5, 2024. A PDF copy of the magazine was shared on the internet.
Following is the text of the article:
"This Government [In Saudi Arabia] Is Experienced And Plays An Active Role In Opposing And Fighting Against The Shari'a Of Allah And The Muslims Who Love The Truth; Even Satan Has Handed Over To It The Crown Of Hypocrisy Without Contest"
"The Saudi Saluli Regime
"Dear Muslim readers! Before we explain the verse from the Holy Quran, we feel it necessary to discuss the reasons that compelled us to write on this topic. Our subject is a response to the apostate Saluli regime, which has committed yet another blatant violation of Islamic law and acted in defiance of the religion of Allah on the blessed land of the Two Holy Mosques [in Mecca and Medina]. We will provide a complete response after a brief introduction, Allah willing.
"Preliminary Matters
"Every Muslim who understands the meaning of Islam and its conditions knows that the current governments in Muslim lands are tyrannical and apostate. However, some of these governments have gained the approval and support of Satan to a greater extent than others due to their significant services in violating the shari'a and oppressing its followers. Among these is the apostate Al-Salul government, which is comparable to the filthy Taliban government. This government is experienced and plays an active role in opposing and fighting against the shari'a of Allah and the Muslims who love the truth. Even Satan has handed over to it the crown of hypocrisy without contest.
"This apostate government has consistently exerted efforts to revive the evil traditions of Abu Righal. The clearest evidence of our claim is the alliance of this government with the United States and its partners to eliminate the Islamic State in Iraq, Sham, and Libya. This is evident to the world, and Muslims will carry the determination for revenge in their hearts until the Day of Judgment.
"Since the establishment of this malicious government under the name of the Kingdom of Saudi Arabia, it has entered into direct conflict between truth and falsehood. It has exhibited all the characteristics of tyranny and declared enmity against the shari'a of Allah and his believing servants, blocking their paths as much as possible. This began with the reign of King Abdul Aziz [from 1932 to 1953]. From then until now, they have pursued every path to apostasy, disbelief, and polytheism without shame or fear.
"Here, we mention the words of a supporter of the Saluli government as a witness from within. Dr. Mahmoud Abdul Majid al-Maghribi said in his book A Brief History of Laws under the title 'The Movement of Codification and Legislation in the Kingdom of Saudi Arabia:'
"'Legislation in the Kingdom was once simple and Islamic. This changed after the establishment of the Saudi state and the emergence of natural revolutions, which led to reform and change and the introduction of new elements into the lives of the people.
"'Foreign companies with special privileges emerged. For these reasons, it was necessary to confront new life by enacting legislation that matched the new needs. Legislation was issued in the fundamentals of trials, commercial laws, penal laws, labor laws, customs, and others. The most important commercial law in Saudi Arabia, known as the commercial system, was issued in 1931, modeled after modern commercial laws, whether Arab or European.'"
"Today's Disbelievers Are At War With Us And We Must Renounce And Fight Them At All Times, And They Opened The Door To Alliances With Them, While Allah Said: 'Kill The Polytheists Wherever You Find Them, And Capture Them And Besiege Them, And Lie In Wait For Them At Every Place Of Ambush'"
"Our Commentary
"Praise be to Allah, these are the hypocrites of our time, dressing up the apostasy of the Saudi royal regime in the guise of shari'a and justifying this fabricated law by conforming to contemporary circumstances and necessity. If we were to explain this statement in detail, the article would become excessively long. Therefore, we will summarize as follows: Granting licenses to foreign companies, including usurious banks, legitimizes transactions with them, despite the fact that no government or company from among the disbelievers engages in transactions free from usury [which is forbidden by shari'a].
"Does necessity to keep up with the modern world justify usury? This is proof that they are allies of the disbelievers. Today's disbelievers are at war with us, and we must renounce and fight them at all times, and they [Saudi rulers] opened the door to alliances with them, while Allah said: 'Kill the polytheists wherever you find them, and capture them and besiege them, and lie in wait for them at every place of ambush' – (At-Tawbah: 5). And: 'Fight against the polytheists collectively as they fight against you collectively' – (At-Tawbah: 36). And: 'Fight them until there is no more fitnah (disbelief) and the religion is all for Allah' – (Al-Anfal: 39).
"These are clear verses on fighting the disbelievers, but the Saluli government has reversed this command. Then, the claim that new life must be faced with legislation that matches the new needs is a statement that permits all forms of disbelief. Consequently, new legislation in the fundamentals of trials, commercial laws, penal laws, labor laws, and customs were issued, all in alignment with disbelief under the guise of modern advancement.
"If legislation in the fundamentals of trials, penal laws, customs, and taxes were issued, and if these are allowed despite being clearly forbidden in Islam, then whoever considers them lawful has disbelieved in Allah and is subject to the harshest rulings of apostasy. Whoever resorts to judgment by laws other than those revealed by Allah has disbelieved. Allah says: 'Have you not seen those who claim to believe in what was revealed to you and what was revealed before you? They wish to refer to the judgment of Taghut (false judges, etc.) while they were commanded to reject them, and Satan wishes to lead them far astray' – (An-Nisa': 60)."
"In Riyadh, Where Warring Disbelievers From Hundreds Of Disbelieving Countries Reside With Their Embassies, Centers Of Immorality, And Operate According To United Nations Laws, Where Crusader Armies Gather To Attack The Two Holy Mosques... They Declared The Permissibility Of Alcohol, Its Trading, And Importation"
"[The 20th century Mauritian jurist] Shaykh Muhammad al-Amin al-Shanqiti... said in his Tafseer [interpretation of the Quran] Adwa' al-Bayan under these verses: 'From these divine texts that we mentioned, it is clear that those who follow man-made laws that Satan has instigated through his allies in opposition to what Allah has revealed to his messengers, do not doubt their disbelief and polytheism, except those whom Allah has blinded from the light of revelation like them.'
"If this is the judgment on those who resort to the taghut [tyrant] for judgment, then what about those who enact legislation in opposition to Allah's shari'a, subjecting his servants to them, and punishing those who do not comply?
"It is very sad that the lands of the Two Holy Mosques are under the oppression of the filthy Saluli regime and its hypocritical dogs who sit in the House of Ifta (issuing religious verdicts), where they propagate the permissibility of Christian laws in place of Allah's religion. They have numerous hypocritical dogs labeled as scholars and shaykhs who permit every form of oppression, immorality, and secularism for Muhammad bin Salman under the guise of economic progress, just as their forefathers did for his forefathers. They make lawful for him what Allah and His Messenger have forbidden.
"Muslims know from time to time the oppression, immorality, and disbelief committed by the apostate Salman and his son. But we want to uncover a new shameless and explicit disbelief. In Riyadh, where warring disbelievers from hundreds of disbelieving countries reside with their embassies, centers of immorality, and operate according to United Nations laws, where crusader armies gather to attack the Two Holy Mosques, where parties gather to fight the Islamic State, they declared the permissibility of alcohol, its trading, and importation. Indeed, to Allah we belong, and to him we shall return.
The article accuses Saudi rulers of promoting usury (interest-based banking)
"We tell our esteemed readers that if the apostate Bin Salman today permits the unveiling of women, allows them to drive, and turns the cradle of revelation into a tavern and centers of immorality, the reasons for their apostasy and that of their hypocritical supporters are countless.
"As for their hypocritical supporters, as soon as they heard about the establishment of the Islamic State in Iraq and Sham [Syria], they rolled up their sleeves and tirelessly worked day and night to prevent Muslims from joining its ranks with all their might, spreading corrupt interpretations and unfounded accusations to the public.
"They thought they had achieved their desired success, but many of their heads fell in this satanic process, and those who survived returned empty-handed, only increasing in disgrace and shame. Their vision is blinded, unable to see Tabuk, where yesterday [in 630 CE] the armies of Islam raised the banner of There is no god but Allah [amid suspicion that they were about to be attacked by the Byzantine army, thus demonstrating their war readiness], and today they count the thighs of naked women and commit acts of immorality that a Muslim writer finds difficult to describe. All of this happens with the fatwas [religious decrees] of their hypocritical supporters."
"The Daughters Of Noble Arabs, Who Once Demonstrated The Greatness And Majesty Of Islam To The World, Now Drive Cars And Sway Their Heads To Music In The Blessed Streets And Roads"
"Why do the tongues of their hypocritical supporters remain silent about Tabuk? Is it because their tongues are paralyzed? Tabuk, the place the Prophet Muhammad (peace be upon him) invaded in the ninth year after the Conquest of Mecca, was his last expedition to crush the disbelievers' power and elevate the word of Allah. But today, the apostate Bin Salman elevates the words of the disbelievers and turns it into a center of immoralities, to the point that women come and strip naked under the guise of a bathing suit show, thus covering up the last remnants of Arab honor.
"Yes, these [Islamic religious] scholars are the ones supporting the apostate Bin Salman with their fatwas, regardless of his actions. They spread their poison among the general Muslim populace against the Islamic State, labeling them as Kharijites according to the dictates of their American masters. By doing this, they attempt to block the spread of the Islamic State's message. However, they permit Bin Salman and other officials to drink alcohol in nightclubs with hostile disbelievers and consider the veil a hindrance to progress. Now, debauchery is celebrated in the streets of Mecca.
"The daughters of noble Arabs, who once demonstrated the greatness and majesty of Islam to the world, now drive cars and sway their heads to music in the blessed streets and roads. This is the state of their descendants who have followed their desires and materialism. The roads that once saw the departure and return of Islamic armies, echoing with the powerful Takbeer [Allah is the Greatest], are now filled with the laughter of debauched women exposing their bodies and drinking alcohol.
"For these scholars, this is neither a disgrace nor a shame because, in their view, Bin Salman is trying to save Saudi Arabia from the predicted decline or depletion of its oil by 2030. Thus, according to these scholars, Bin Salman is justified in committing all kinds of immoralities to supposedly save the Saudi ship from sinking.
"He issued a decree licensing alcohol shops in Riyadh, considering it a happy opportunity to win the hearts of hostile disbelievers, securing for himself a high position in their eyes. They argue that non-Muslim diplomats and guests who come and stay enjoy this, attracting tourists and foreign traders, thus strengthening and enhancing their economy. Consequently, Saudi Arabia will become a focal point for the world's disbelievers, and its government will gain great esteem. But if they had read the Book of Allah, they would know Allah's rebuke of the hypocrites: 'Do they seek honor with them? Verily, all honor belongs to Allah' – (An-Nisa': 139)."
"Consider How Islamic Law Views Bin Salman's Permission Of Alcohol For His Hostile Nonbeliever Brethren; Alcohol Is Forbidden By The Book Of Allah And The Sunnah Of His Messenger [Muhammad], And The Drinker Is Punished With 80 Lashes"
"Dear Muslim readers, the Saudi apostate government is not the only one to have brought hostile disbelievers, dubbed as ambassadors, diplomats, and consuls, onto Muslim lands. All the apostate governments have done this. They are all hostile disbelievers according to the Book of Allah and the Sunnah of His Messenger (peace be upon him), and it is obligatory for Muslims to fight and kill them. However, the apostate tyrants deny jihad against them and instead oppose true mujahideen more vehemently than they do hostile disbelievers. For them, a single hostile non-believer is of greater value than a thousand mujahideen, which is as clear as daylight.
"Consider how Islamic law views Bin Salman's permission of alcohol for his hostile nonbeliever brethren. Alcohol is forbidden by the Book of Allah and the Sunnah of His Messenger [Muhammad], and the drinker is punished with 80 lashes. Allah almighty says: 'O you who have believed, indeed, intoxicants, gambling, (sacrificing on) stone alters (to other than Allah), and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful.'
"In a narration, from [the book of hadiths Sahih] Muslim, by ibn Umar, the Messenger of Allah said: 'Every intoxicant is khamr [wine, intoxicant] and every khamr is forbidden.' In Musnad Ahmad, ibn Abbas narrates that the Messenger of Allah said: 'Allah has cursed khamr and the one who drinks it, the one who serves it, the one who sells it, the one who buys it, the one who makes it, the one for whom it is made, the one who carries it and the one to whom it is carried.'
"Here, we ask Bin Salman and his scholars who issue fatwas for him: Does the ruling on khamr apply to both disbelievers and Muslims, or is it specific to Muslims, allowing disbelievers to drink it? Disbelievers are termed as such because they do not obey Allah and rebel against him.
"Therefore, we are commanded to disavow, oppose, and fight them. How then do you permit yourselves to provide them with alcohol? Are these not hostile disbelievers who have killed Muslims in Iraq, Sham, Palestine, and Khurasan, stained their hands with their blood, and fought the Islamic State? Do you not bring them into the Arabian Peninsula under the guise of ambassadors and diplomats, and even into the sacred precincts?"
"Have You Not Brought Idols Into The Peninsula? Have You Not Housed Polytheists In The Arabian Peninsula? Have You Not Allowed Licentious, Immoral Women To Display Their Bodies Under The Guise Of Fashion Shows?"
"Secondly, Allah declares alcohol forbidden, and yet you allow its trade in areas under your control, arguing that disbelievers drink it, thus justifying its trade. Did Allah allow disbelievers to drink it and its trade? How did you make lawful what Allah has forbidden? If your excuse is that those who drink it are disbelievers and it strengthens your economy, then why didn't your [religious] scholars make this effort when your economy was struggling? So, will you permit adultery because disbelievers do it? Is it your intention to open the door to such vices? Although the apostate Saudi rulers are more accustomed to fornication and alcohol, this discussion is for another time.
"We say: The reasons and goals for which you permitted alcohol apply even more to adultery. You have previously permitted usury in your banks. You have allowed dance parties while Muslims in Palestine are bombed with phosphorous and deadly chemical weapons and gas bombs, all while you lavish money on disbelievers in nightclubs and dance parties. What remains that you have not done?
"Have you not brought idols into the Peninsula? Have you not housed polytheists in the Arabian Peninsula? Have you not allowed licentious, immoral women to display their bodies under the guise of fashion shows? All this with your permission in Tabuk, where the last battle of the Prophet (peace be upon him) took place. You have issued a decree allowing alcohol shops. It is not far-fetched to think that tomorrow you might openly permit adultery, citing necessity, as your future strong economy depends on such matters.
The article questions Islamic religious scholars for supporting the Saudi royals
"But this discourse is fitting for those who can be considered believers. The apostate Bin Salman has permitted something far graver: the spilling of Muslim blood. What are dancing and alcohol compared to Muslim blood? If you don't understand what we are saying, go to the prisons of the tyrants.
"Yes, go to the prisons of the Saudi tyrants and ask the imprisoned - scholars, shaykhs, and ordinary Sunnis – why they were imprisoned. Then ask the Sunnis of Iraq and Sham: Who provided fuel and gas for the planes of the American-led international coalition that bombarded you mercilessly when you were under the rule of the Islamic State? What was the extent of the apostate Saudi government's cooperation?"
"Those Who Permit What Allah Has Forbidden Or Forbid What Allah Has Permitted Are Legislators Who Follow What Their Devils Among Humans And Jinn Have Invented For Them In Opposition To Allah's Religion, And Among These Is The Apostate Saudi Government"
"Ask the Sunnis of Iran: What did Iran do to them? Did it not bury many of them alive? Did it not imprison many Sunni youth, subjecting them to severe torture? Are they free to practice your religion? After hearing their answers, ask the apostate Saudi government how they forged such a close bond with Iran.
"If you do not understand this, look at the conditions of Muslims in Palestine and observe the bombing by Israel with the support of America. Then consider who has entered into an alliance with America among the disbelievers and the apostate Saudi government and say to their scholar-lackeys: 'You have permitted the blood of Muslims in Palestine to be spilled and alcohol here. You bear responsibility for both.'
"Indeed, you have associated yourselves with legislation like other tyrants, making lawful what Allah has forbidden and forbidding what Allah has made lawful. This is clear apostasy according to the Quran, the Sunnah, and the consensus of the Ummah. It is obligatory for Muslims to disavow you and fight you. Shaykh al-Islam ibn Taymiyya said: 'Whenever a person permits the forbidden that is unanimously agreed upon or forbids the permissible that is unanimously agreed upon or changes the law that is unanimously agreed upon, he becomes a disbeliever and an apostate by the consensus of the jurists.'
"Imam Al-Dhahabi, in his book Al-Kabair under the verse of Allah almighty 'And if you obey most of those upon the earth, they will mislead you from the way of Allah' – (Al-Anam: 116), said: 'This indicates that anyone who permits something forbidden by Allah or forbids something permitted by Allah is a polytheist.' Allah almighty said: 'Or do they have partners who have legislated for them of the religion that which Allah has not allowed? But if not for the decisive word, it would have been concluded between them. And indeed, the wrongdoers will have a painful punishment' – (Ash-Shura: 21).
"Ibn Kathir said: 'They do not follow what Allah has legislated for them of the upright religion but follow what their devils among men and jinn have legislated for them in prohibiting what Allah has permitted and permitting what Allah has forbidden.' Thus, it is confirmed by Allah almighty's words, as stated by Ibn Kathir, that those who permit what Allah has forbidden or forbid what Allah has permitted are legislators who follow what their devils among humans and jinn have invented for them in opposition to Allah's religion, and among these is the apostate Saudi government."
"The Apostate Bin Salman, Alongside Other Issues, Has Permitted What Allah Has Forbidden And Forbidden What Allah Has Permitted, Like Other Apostate Rulers, Following The Ways Of Jews And Christians"
"Allah almighty said: 'They have taken their scholars and monks as lords besides Allah, and also the Messiah, the son of Mary. And they were not commanded except to worship one God; there is no deity except him. Exalted is he above whatever they associate with him' – (At-Tawbah: 31). Imam al-Tabari, in his Tafseer, narrated from Adi bin Hatim (may Allah be pleased with him) that he came to the Prophet (peace be upon him) with a cross of gold around his neck.
"The Prophet said, 'O Adi, remove this idol from your neck,' so he removed it. Then he came to the Prophet (peace be upon him) while he was reciting Surah at-Tawbah and he read this verse. Adi said, 'We do not worship them.' The Prophet said, 'Do they not forbid what Allah has permitted, and you forbid it? And do they not permit what Allah has forbidden, and you permit it?' I said, 'Yes.' He said, 'That is their worship.'

"Thus, the apostate Bin Salman, alongside other issues, has permitted what Allah has forbidden and forbidden what Allah has permitted, like other apostate rulers, following the ways of Jews and Christians. He, and those who obey and support him, and those who issue fatwas for him, have become disbelievers in the religion of Allah almighty, and apostates from it.
"We say to all Muslims in the Arabian Peninsula: What are you waiting for, and who are you waiting for? Are you content with these conditions? Are you satisfied with turning the birthplace of revelation into a source of corruption due to the actions of Bin Salman and other scholar-lackeys? Can you endure these conditions? Will you respond with silence, fear, and inner sighs, or will you confront them by fighting the apostate rulers and their scholar-lackeys?
"Arise, sons of the first conquering lions. Rise and follow the path of immigration and fighting. Your mujahideen brothers in the Islamic State are looking forward to your immigration. Come, let us dispel the darkness overshadowing the Muslim lands, the darkness of disbelief, polytheism, corruption, and apostasy from the Arabian Peninsula and all Muslim lands, and implement Allah's law in them.
"To achieve these noble goals, the mujahideen of the Islamic State in Khurasan invite you to immigrate to Khurasan, where you will find education and military training until we achieve a strong and broad empowerment, then send groups of mujahideen to the world, by Allah's permission. May Allah's peace and blessings be upon his best creation, Muhammad, and upon his family and companions."
