On October 28, 2024, Al-Azaim Media Foundation, a media outlet linked to the Islamic State Khurasan Province (ISKP), released a Dari-language book in which its author discusses the rules for management of the Islamic State and its fighters and advises on how the state should be governed. The book is titled "Book of Management And Leadership" and is written by Dr. Shahab Al-Muhajir, the governor of the Islamic State Khurasan Province. The book includes commentary and explanations of important issues about how a state should be run and discusses the characteristics required of a manager and how he should govern an Islamic State. The 298-page book, which appears to be a second edition with additional points and arguments, was published for the Islamic State mujahideen. The original date of publication is Ramadan 6, 1442, in the Hijri calendar, which corresponds to April 18, 2021.
The book's preface explains that Muslims have been defeated because the leaders of the unbelievers directly and indirectly lead and finance the so-called Muslim-majority countries, and the book will aid the leaders of the mujahideen in the managing personnel and state affairs.
The author considers three institutions very important in the mujahideen system: the decision-making or leadership branch; the governing branch, which involves the commanders and leaders; and the "controlling" branch. He has recommendations about leadership and management and discusses leadership and management from a scientific point of view, defining and explaining management generally and the management of mujahideen.
The book includes step-by-step guidelines for the mujahideen leaders as to how to lead and manage the mujahideen well. The end of the book explains certain terminology, including "project," "policy," "strategy," "report," and "inspection," so the reader understands how they are used throughout the book.

The author of the book, who is the governor of ISIS's Khurasan province, cites reasons from the Quran and hadiths (traditions of Muhammad) for each argument and quotes the sayings of Islamic jurists.
The book, which is generally a guide for ISKP leaders rather than the rank-and-file fighters, emphasizes the management of mujahideen has but also briefly discusses war. It discusses financial, economic, and intelligence methods, presents solutions for emerging problems, strategies for dealing with them, and ways to address various crises. The book includes no propaganda, has no message to the general public, and is largely different from other ISKP books.
