On November 23, 2015, the media office of the Islamic State (ISIS) in Al-Khayr province, Syria, released a new video featuring ISIS fighters praising the November 13 attacks in Paris, calling on France to either convert to Islam or pay the Jizya poll tax, and threatening to attack the U.S, Europe, Russia, Iran, China and Tajikistan.

In the video, which is titled "If You Would Like to Save Your Blood, Convert to Islam or Pay The Jizya" and was posted on ISIS-affiliated leading jihadi forum Shumoukh Al-Islam, several foreign fighters from different countries including Tajikistan, Algeria, and Belgium threaten that ISIS will carry out more attacks against France, Europe, the U.S. and other countries.

Addressing the "brothers" in France, a fighter named Bilal Al-Tajiki says: "Don't forget that we are with you, you are with us and Allah is with us all. These operation are not only in France. With Allah's permission, they will be in the U.S, Europe, Russia, Iran, China and Tajikistan."

Another fighter, Abu Muhammad Al-Jaza'iri, praised the perpetrators of the November 13 attacks and called on Muslims to join ISIS. He also called on France and the "infidels" in the world to either convert to Islam or pay the Jizya if they wish to not be targeted by ISIS: "If you refuse," he added "by Allah's name, we will come to you by land, sea or air with silencers, explosive belts and bombs. We will scatter your remains and fill your roads and parks with your dirty blood. What you have seen in France was just a warning for you as declared by our state."

Speaking in French, A fighter from Belgium, Abu Qatada Al-Baljiki, who appears with a masked face, asked those who have not joined ISIS to follow the footsteps of Paris attackers: "We have promised you that the response to your bombing is what you will see not what you will hear. You have seen the blood spilling, tears running and fears spreading in the streets of Paris. These are just the beginning of the war which you have already lost."

Following the Paris attacks, ISIS has issued several videos hailing the attackers and promising a new wave of attacks in France, the U.S. and other countries.
