On September 24, 2024, the Presidential Palace of Afghanistan (ARG) published a Pashtu-language speech by Mullah Hibbatullah Akhundzada, the leader of the Islamic Emirate of Afghanistan (IEA, i.e., the Afghan Taliban), that he gave at a meeting with district governors, Islamic religious scholars, Taliban commanders, and other officials in Kunduz province.[1]

In this speech, Mullah Hibbatullah Akhundzada emphasized the importance of the unity of Muslims, saying that the jihad against the American and NATO forces over the two decades of 2002 to 2021 was for Allah, and with Allah's help, all the unbelievers were defeated and the oppressors fled. He also stressed the importance of the hijab. He mentioned that when the topic of Islam arises, it negatively impacts those whose minds were influenced by NATO's ideology during jihad years.

He said that if there is discussion against nudity and prostitution, criticisms come from all over the world, including Britain and European countries. He pointed out that the unbelievers have sown discord among Islamic countries and turned them against one another. He called the struggle against oppressors and corrupt people, as well as the removal of immoral people, a necessity.

He concluded by praying for the freedom of Palestine: "May Allah bring peace and security to Palestine and may Allah free the oppressed Muslims of Palestine from the tyranny of the unbeliever Israelis and from the oppression of their allies, may Allah liberate all the Muslims of the world from their cruelty and brutality..."

Following is a translation of the Pashtu-language speech:

"This War Will Continue Until The Day Of Resurrection... Jihad Will Continue Until The Day Of Resurrection..."; "When The Muhareb [Warring] Unbelievers Are Defeated In Battle, The Duty Of The Muslims' Military Operations Will Shift"

Mullah Hibbatullah Akhundzada told the audience: "Look at the situation in Afghanistan, how things have unfolded there, how many atrocities and acts of terror have taken place, and how the unbelievers have invaded? What was the reason for this? Why did they invade? It is clear that there is a conflict between Islam and unbelief, a conflict and war between Adam and Iblis [i.e., Satan]. One is the party of Allah, the other is the party of Satan, and there is a confrontation between the party of Allah and the party of Satan...

"This war will continue until the Day of Resurrection... Jihad will continue until the Day of Resurrection... sometimes jihad will take the form of fighting... after this, the law and order of Allah will be established on this earth [Afghanistan]...

"When the Muhareb [warring] unbelievers are defeated in battle, the duty of the Muslims' military operations will shift, and then they will perform prayers on this land. Recently, I have received repeated complaints that people do not pay much attention to their prayers... Our Islamic system's primary responsibility is to teach people how to pray...

"In the result and outcome for them [for the mujahideen of the past 20 years], Allah defeated unbelief and atheism. Allah removed all the obstacles in front of the establishment of the Islamic system; all barriers disappeared. The [American] unbelievers fled, the oppressors fled, and the corrupt fled. A situation was created that we had been seeking, in our slogans we said that our jihad is for Allah and our jihad is for the exaltation of the Kalimah[2]  of Allah..."

The U.S. And NATO "Allowed Prostitution... And Nudity To Such An Extent That Until Now, No One Can Say Openly Whether Hijab Is Necessary Or Obligatory; So Far, No One Has Been Able To Say Correctly... That Showing The Face Of A Young Woman Is Fitna [Strife]"

"A martyr is someone who is martyred in jihad for the sake of the exalted religion of Allah; he is the martyr. We call all our [slain fighters] martyrs, because we believe that our mujahideen have been martyred for the exaltation of Allah's religion...

"[The shari'a principle of] Propagation of Virtue and Prevention of Vice is an important duty of the Islamic system, which will now be fulfilled by [the Ministry of] Propagation of Virtue and Prevention of Vice, teaching people good manners, practicing good manners among them, and separating people from bad habits...

"For 20 years in this Afghanistan, these Americans and Westerners have served a lot for their democracy and used force... They recruited people, implemented many things, created bad thoughts among students, created bad thoughts in educational institutions, brought in their own laws, brought in their own belief, and brought in their own religion to educational institutions. They placed these in people's mind, placed these in people's belief, and made people accustomed to them... They trained a generation under their own hand.

"They brought prostitution, they brought nudity, they allowed drinking alcohol. And they allowed prostitution... and nudity to such an extent that until now, no one can say openly whether hijab is necessary or obligatory. So far, no one has been able to say correctly... that showing the face of a young woman is fitna [strife]...

"While this is a legitimate issue according to our book [Quran]... for the last 20 years, they have created a habit such that today, when you talk about Islamic matters, the people influenced by the thoughts of these 20 years, those affected by Western ideas, those influenced by NATO's ideas, and those affected by western democracy, are having a very negative effect on their minds."

"Look At The World, [The Unbelievers] Have Turned Islamic Countries Against Each Other, They Have Made Muslims The Enemy Of Muslims, They Have Turned Muslims Against Us, They Support These Muslims Against Us"

"If you talk about prostitution and nudity, Facebook pages will be quickly filled with criticism of you, criticism coming from Britain, from Italy, and from America as well. They have created such an uncomfortable atmosphere... the changes that have come in the past 20 years have made people unfamiliar with Islam. Twenty years ago, it was not like this; 20 years ago, there was faith, life was lived according to the Sunnah [traditions of Muhammad], and people were not familiar with prostitution and considered it wrong...

"Today, there is a test for us and you. [The unbelievers] have brought a lot of prostitution to the country, and they brought much corruption. This situation has been ongoing for a long time, with efforts to promote immorality among the people, efforts to create division and discord. There is a discriminatory attitude. This is indeed a Pharaonic policy... unbelievers are trying to create division among Muslims, just as they have done today.

"Look at the world, they have turned Islamic countries against each other, they have made Muslims the enemy of Muslims, they have turned Muslims against us, they support these Muslims against us. Oh you, why are you being deceived by the signs of the unbelievers? Why do you fight? Come, we are all Muslims. Our religion is Islam, our belief is one, our Allah is one, our prophet, peace be upon him, is one; our faith is one... where has this division come from ...?

"May Allah make this system [established by the Taliban] a legitimate system, may Allah not let this system fail, and may Allah not let us fail...

"May Allah bring peace and security to Palestine and may Allah free the oppressed Muslims of Palestine from the tyranny of the unbeliever Israelis and from the oppression of their allies, may Allah liberate all the Muslims of the world from their cruelty and brutality, may Allah make all the cruel and brutal people of the world fail in their power; may Allah take severe revenge on them. May Allah give our children a bright future... may Allah protect us from discord and differences..."
