A one-page poster in the latest issue of the "Voice of Khurasan," an English-language monthly magazine published by Al-Azaim Media Foundation, a media outlet linked to the Islamic State Khorasan Province (ISKP), which defines itself as a supporting entity for the Islamic State (ISIS), calls upon supporters of ISIS to attack shopping malls, music concerts, stadiums, football grounds, and so on. The poster is titled "Kill Them Wherever You Find Them!" and appears in Issue 22 of the Voice of Khurasan dated Rajab 1444, in the Hijri calendar, which corresponds with the lunar month beginning January 23, 2023. The magazine is generally released monthly, but occasionally a second issue is released in a single month, as Issue 22 was.

Following is the text on the poster:[1]

"O Supporters of Khilafah [caliphate]!

"Make whatever preparations are easy for you and place your trust in Most High and capable. Select your target and carry out a strike that will tear out their hearts and make them lose their minds for a piercing bullet or a stab deep in their intestines or the detonation of an explosive device in your lands is akin to a thousand operations here with us and target them on the streets.

"So, equip yourselves for your war and ignite its fires so that its flames may consume the Crusaders and murtadeen [apostates].

"Ideal Targets

"1. Armed men and women (police and security guards)

"2. Markets, streets, and large outdoor festivals

"3. Public places, shopping malls, and outdoor markets

"4. Stadiums, football grounds and music concerts"

"5. Crowd, Protests, Public Rallies, and Public Parties"
