The following are translated excerpts from Arabic documents leaked from Project Raven,[1] allegedly exposing an agreement signed on November 23, 2010 by then-French president Nicolas Sarkozy and then-Qatari crown prince Tamim bin Hamad Aal Thani, who is now the Qatari emir. According to the agreement, page 3 of which is missing, Qatar was to repay the cost of all of France's military and security operations in Libya, plus a sum of 300 million euros to Sarkozy.[2] Sarkozy, for his part, pledged that his country would extend "unreserved support" to Qatar in its bid to host the 2022 World Cup.
