Mahmoud Habbash, an advisor to Palestinian President Mahmoud Abbas said in a May 17, 2024 interview with Russia Today TV that October 7 was a result of Hamas's miscalculation of the means and forms of resistance. He said that the Palestinians were on the path to forcing a Palestinian state on Israel and the world, but Hamas has derailed them from this path by carrying out the October 7 attacks at the wrong time. He stated that all Palestinians have the right to "resist the occupation," and he said that if there will be no comprehensive, just, and lasting solution the Palestinian issue, October 7 might happen one hundred times again.

Mahmoud Habbash: "Unless there is a comprehensive, just, and lasting solution to the Palestinian issue – based on international law and the UN resolutions, at the very least – October 7 might happen again a hundred times, and perhaps in a more serious manner. They need to understand this. As Palestinians, succumbing to the reality on the ground does not exist in our national vocabulary. This concept does not exist in our minds, in our history, or in our political culture. Therefore, we insist on obtaining our rights.

"Does Hamas have the right – as do I, and every Palestinian – to engage in resistance against the occupation? Absolutely yes. But resistance is not a random and arbitrary movement. Resistance is a carefully planned enterprise. One should choose the right means, at the right time and place, in the right form. If we make a miscalculation regarding the resistance, its means, and its forms – we will be, inadvertently, at a loss. This is what happened on October 7.
