In a Friday sermon, delivered in Tehran on October 16, 2015, Ayatollah Ahmad Jannati, Secretary-General of the Iranian Guardian Council said that the JCPOA "has not yet been approved and signed by the Supreme Leader." He further said: "If the sanctions are lifted, and not merely suspended or frozen, [the JCPOA] will have achieved results."

Ahmad Jannati: "Another issue with which we are dealing is the issue of the JCPOA. This agreement has been concluded by a decision of the Majlis. Some think that the Majlis approved the JCPOA – but no! The JCPOA was presented in the Supreme National Security Council, and they expressed their opinion and approved it, but it has not yet been approved and signed by the Supreme Leader. The work of the Majlis pertains to the framework of the JCPOA. The Majlis places upon the government the responsibility to take reciprocal steps in the implementation of the JCPOA, in accordance with the steps taken by America.

"We must exert caution, because the (US) is signing an agreement with us, but they are used to breaking their promises. They do not uphold their commitments. We must exert caution.

"If the sanctions are lifted, and not merely suspended or frozen, (the agreement) will have achieved results. But if they want to renege on their commitments, and to put an end to the (JCPOA) by suspending or freezing (the sanctions), this will mean that the JCPOA did not achieve results and was useless. But we hope that the matter will be resolved and that the sanctions will be lifted.

"If we do not display opposition, and if the government and the people are not steadfast against them, the next day they will say: You must officially recognize Israel, abolish the death sentence, and authorize same-sex marriages. They have many such demands – you must sever your ties with Hizbullah in Lebanon and with Syria and Iraq."
