On November 28, 2024, several Telegram channels affiliated with Syria's largest jihadi group, Hay'at Tahrir Al-Sham (HTS), as well as other jihadi groups in Syria, began circulating posts encouraging Syrians to make cash donations to support the new offensive and "be part of the liberation" of Syria.

The newly-established Syrian Military Operations Command launched an account on the "Sham Cash" service, stressing that the new account has been officially verified by the management of the Sham Cash application, and approved by the General Institution for Monetary Management, and the Public Finance authority of the Turkey-backed Syrian Salvation Government (SSG).The account was also added to the list of military and government accounts marked with the star icon with a blue check mark indicating verification, it said.

It also stressed that there is "great demand" for the services of money transfer agents and dealers, that the fundraising process is still ongoing, and that huge amounts have been donated already. A QR code for donation was included.
