Jibril Rajoub, the Secretary of Fatah's Central Committee, said in a September 29, 2020 interview on Palestine TV that if the Arabs keep pressuring the Palestinians about Israel and the United States, then they may decide to "change the rules of engagement." He said that all options are on the table and that the Palestinians should stay loyal to the legacy of "giants" such as Yasser Arafat, Sheikh Ahmad Yassin, Abu Ali Mustafa, Ahmad Sa'adat, and Marwan Barghouti.
Jibril Rajoub: "If the Arabs, the Israelis, and the Americans keep pressuring us, then we will change the rules of engagement with the Israelis. We are not going to start shooting at the Arabs, and we do not want to escalate against anyone, but we are capable of controlling the rules of engagement, and by the way, all options are open.

"The sacrifices made by our people, our martyrs, our prisoners, our wounded, and all the giants who left us this legacy, first and foremost Yasser Arafat and his friends... Yasser Arafat was assassinated by the Israelis because of his patriotic [positions]. Sheikh Ahmad Yassin, Abu Ali Mustafa... These were giants... Let's remain loyal to this legacy, as well as those who are still in prison, and first and foremost someone like Karim Younes, who has been [in prison] for 38 years..."
