Former Russian diplomat Viacheslav Matuzov said in a March 28, 2023 show on Al-Hurra TV (U.S.) that if anybody were to harm or arrest Russian President Vladimir Putin in accordance with the March 17, 2023 International Criminal Court arrest warrant issued against him, this would spark a world war. Matuzov said that the people behind this decision are "lunatics" and that Russia can also establish an international court and call for the arrest of world leaders such as the President of the United States, for the "assassination" of Libyan dictator Mu'ammar Qadhafi and Iraqi President Saddam Hussein, and the death in prison of Slobodan Milosevic.
Viacheslav Matuzov: "President Putin is the president of the Russian state. He is not an independent individual. If any harm is done to the president of the state, that would constitute a casus belli.

"First of all, Russia has the right to summon an international court which will issue a ruling against any head of state, including the U.S. president, for the assassination of Mu'ammar Qadhafi and Saddam Hussein, or for the death of Milosevic in prison. There can be many accusations. Therefore, the main thing is to respect international law. What is the so-called 'International [Criminal] Court' doing? We do not recognize the ICC as an international court. It is a Western court.
