Dr. Muhammad Suleiman Al-Farra, the vice dean of the Southern Branch of the Islamic University of Gaza, said on a March 1, 2023 show on Al-Aqsa TV (Hamas-Gaza) that members of the Palestinian Authority’s security forces are religiously obligated to join the escalating "activities" and Jihad in the West Bank. He emphasized that as a religious scholar, this is his fatwa on the matter, and he explained that these individuals already have the weapons and training to join the fight, unlike the "new generation" of 13-, 14-, and 16-year-olds who have been using knives, cleavers, screwdrivers, and small arms to carry out attacks against Israelis.

Muhammad Suleiman Al-Farra: "I would like to convey a message to my brothers in the [Palestinian Authority] security forces in the occupied West Bank. In fact, this is a fatwa that I issue, as part of my duty and responsibility to Allah. I say to them: It is your duty now – according to the shari'a – to join the escalating activities of the resistance in the occupied West Bank.

"

"They should take part in the Jihad for the sake of Allah, because they have something that the bold, rebelling youth do not have. First of all, they have weapons and equipment. Secondly, they are trained and know how to fight, as opposed to these youth, the new generation.

"Today, young people, aged 13, 14, and 16, are picking up knives, cleavers, screwdrivers, or light weapons, and they are going to the battlefields to fight their enemy. This puts the onus on [the PA security forces]."
