Iranian Supreme Leader Ayatollah Ali Khamenei said in a September 17, 2019 speech that aired on Channel 1 TV (Iran) that Iran will not negotiate with the United States on any level or in any way whatsoever, including during Iranian President Hassan Rouhani's upcoming visit to New York, unless the United States "repents" and rejoins the JCPOA. He said that negotiations with America would enable it to impose its views on Iran and that they would constitute the success of the American policy of maximum pressure. Khamenei added that American policies have been defeated by Iranian policies for 40 years, and he said that Iran will emerge victorious from the current "battle" with God's help.
Ayatollah Ali Khamenei: Negotiations with America means that the U.S. would impose its views on the Islamic Republic of Iran. In addition, they would mean the success of America's policy of maximum pressure. This is why you can see that our honorable President, Foreign Minister, and senior officials have said in unison that we will not negotiate with America, neither in bilateral negotiations nor in multilateral negotiations. If the U.S. repents and returns to the nuclear deal it violated, thus [once again] becoming a signatory to the agreement, it can become a member in the forum of signatory countries negotiating with Iran. Without this, there will be no negotiations on any level between Islamic Republic officials and the Americans. It will not happen during [Rouhani's] trip to New York or during any other time. This was also declared by the honorable President, by the Foreign Ministry, and, as I saw on TV last night, by the Foreign Ministry's spokesman. This shows that the Islamic Republic know what it will do. They have used all kinds of tricks over the past 40 years, but they have been unable to overcome the Islamic Republic. One after another, their policies have been defeated by the policies of the Islamic Republic. Similarly, from now on, by Divine power, they will be defeated by the Islamic Republic, and the Islamic Republic will emerge victorious from this battle.
