Iranian Deputy Foreign Minister Abbas Araghchi said in an August 28, 2019 interview on Channel 1 TV (Iran) that Iran will only implement the JCPOA in full if the oil sanctions are lifted and if it gets access to revenues from its oil sales. He also said that Iran will not meet or negotiate with the United States unless it changes its policy of applying economic pressure to Iran, and he said that Iran has gone to great lengths to avoid meeting with American officials. He gave the example that Iran only agreed to meet with France and other G-7 members on the condition that the Iranian delegation would not even accidentally meet with the American delegation.

Abbas Araghchi: What we are saying is very clear. If they expect us to implement the JCPOA in full, the sanctions on Iranian oil must be lifted, and Iran must have access to the revenues from its oil sales. Dr. Rouhani said to Mr. Macron that if the Europeans want to keep the JCPOA, they must create circumstances for the selling of our oil.

As long as the U.S. does not change its policy of exerting maximal pressure, there shall be no negotiations between us and them, and there shall be no meeting. I need to explain something to our dear viewers. When France invited Dr. Zarif for talks with France and other G-7 members on the margins of the G-7 summit, we agreed to come on the condition that there would be no meeting or negotiations with the American delegation – not even by chance. We received guarantees from the French side that they would plan it in a way that the Iranian delegation's residence and the location of the negotiations would not allow for a meeting with the U.S. delegation, not even by chance or in passing. This is the extent we go to in order to make sure that the negotiations and the meetings will not be abused by the American side.
