Iranian President Hassan Rouhani said in a December 9, 2020 address that aired on IRINN TV (Iran) that the Iranian government's budget will be based on the estimation that Iran will sell at least 2.3 million barrels of oil per day. He said that Iran is preparing to sell much more than that, and that its capacity to sell oil has improved significantly over the past two years.
Hassan Rouhani: "The basis for the [upcoming] government budget is a declaration of better economic conditions for the coming [Persian] year. We announced this message based on the [projection] that next year, we will sell 2.3 million barrels of oil [per day].

"The world must clearly understand this message. The Islamic Republic of Iran's conditions for producing and selling oil in the coming year are completely different from what they were two years ago.

"We will sell the oil, and not just 2.3 million [barrels per day] – I told our oil minister to prepare for a much larger figure. Allah willing, next year we will sell much more than 2.3 million barrels [per day]. We are preparing ourselves for a much larger figure. This is the minimal amount that we put in the budget, for the first few months of the year. Afterwards, the situation will change."
