Sheikh Akram Al-Kaabi, the Secretary-General of the Iraqi Shi'ite Al-Nujaba Movement militia, said in a February 15, 2020 speech that aired on Al-Nujaba TV (Iraq) that following the death of IRGC Qods Force commander General Qasem Soleimani, the resistance has gone from defense to offense in order to show the American forces that the road to Baghdad Airport, where Soleimani was killed, is the Americans' "road to Hell." He said that the resistance has resumed its covert modus operandi and that it will once again carry out operations against U.S. forces and document these operations on video. Sheikh Al-Kaabi said that a decisive, high-profile attack will be carried out, that the Americans will lose the upcoming war of attrition, and that the IEDs, rockets, and bullets of the resistance will chase the American forces out of Iraq like they had in 2011.
Sheikh Akram Al-Kaabi: "Following [Soleimani's killing], the resistance has shifted from defense to offense. Let the American forces know that the Baghdad Airport Road will be their road to Hell.

"We carried out thousands of operations against the American forces and we documented them on tape. We will start doing this again. [The Quran says:] 'If you return [to sin], We will return [to punishment].'

"It has become necessary for the resistance to complete [the retaliation] with a decisive blow, by means of high-profile attacks and a war of attrition. The reckless Americans will be the only losers of this war. They should recall what we did to them in the past, during the years that they were occupying Iraq, until 2011, when they turned their tails and fled in frustration and defeat.

"The time has come for us to start the countdown to the zero hour, which has drawn very near. We should bring about the culmination of the brave resolution by the Iraqi parliament to expel the [American] occupiers. The evil U.S. administration has not heeded this resolution, nor has it heeded the resolution of the Iraqi people, who took to the streets in their millions in rejection of the occupation. The people have been shouting daily in their demonstrations: 'No to America!'

"In order to protect the men of the resistance, we have restored our covert modus operandi from the days of the occupation. They will not find any targets and a one-sided war of attrition will ensue.

"Just like our IEDs, rockets, and bullets chased out the last of their soldiers, after their defeat in the past, they will today chase out the last of their plundering soldiers and planes."
