Pro-Islamic State (ISIS) Sheikh Suleiman Anwar, based in Clarksburg, Maryland, 30 miles from Washington, D.C., has many followers on Facebook, among them ISIS supporters and others living in the West. In early November 2017, he began fundraising on his Facebook page, posting detailed instructions on how to donate via PayPal; the posts have been circulated by his followers.
On November 4, 2017, a Facebook user posted, "Please help donate and share" and included a post by Anwar reading "Charity wipes away sin as water extinguishes fire.'"
