On November 18, 2015, the official Twitter account for the messaging app Telegram announced that it had blocked 78 ISIS-related channels operating in 12 different languages. In responses to questions about the blocks, Telegram CEO Pavel Durov said that only public channels had been blocked, and that Telegram does not intercept or monitor private communications.
