Former International Criminal Court (ICC) chief prosecutor Luis Moreno Ocampo discussed the possible ICC arrest warrants for Israeli Prime Minister Netanyahu and Minister of Defense Gallant in an interview uploaded to Zeteo on YouTube on May 22, 2024. He said this is a "game changer" and that now there is a chance to replace war with justice. Ocampo continued to say that the Hamas leaders who were indicted by the ICC, Ismail Haniyeh, Yahya Sinwar, and Mohamed Deif were also victims of the war, because their families were attacked and they were removed from their homes. He added: "That is why this is an incredible opportunity to transform the dynamics."

Luis Moreno Ocampo: "It is a game changer, as you say. I think we have a chance now to replace war with justice. War produces revenge. Wars produce more terrorism. The Hamas leader indicated [Haniyeh, Sinwar, and Deif] - they were victims also. They were removed [from their homes], their families were attacked. So, attacking people produces revenge, justice does not. That is why this is an incredible opportunity to transform the dynamics."
