Lebanese Foreign Minister Gebran Bassil said that "the international policy that encourages Syrians to remain in Lebanon and raises hell whenever a small group returns to Syria" was an "international conspiracy." Speaking on Mayadeen TV on April 29, he said that "they want to target any country in the region that may have the power, the army, the people, and the society to confront Israel."

Gebran Bassil: Haven’t we had enough of Lebanese who prefer foreign interests to our own? Haven’t we had enough of Lebanese who disparage their identity this way? What country in the world has performed the humanitarian feat that Lebanon has? We always see Lebanese who prefer the Palestinian cause over the cause of Lebanon, the Syrian cause over the cause of Lebanon, the cause of some Gulf state or of America over that of Lebanon… Why do we always leave Lebanon to the end? What is this?

Gebran Bassil: It targets both. Lebanon is not spared. They want to target any country in the region that may have the power, the army, the people, and the society to confront Israel.
