Recent reports from Iranian users of the encrypted messaging app Telegram indicate that the Iranian government is implementing so-called "smart-filtering", which prevents users from sending or receiving certain kinds of information. Previously, mobile companies employed such filtering to block text messages which included certain words such as names of Iranian opposition leaders and references to Iran's Green Movement.

In November, Iran's Committee for the Identification of Criminal Content convened on the topic of Telegram, and decided to enable the service time to set up an acceptable filtering system rather than outright block its use in the country.

There are reportedly some fifteen million Iranian Telegram users.
