In a TV interview, Saudi cleric Ali Al-Malki said: "It was written in books by some Islamic scholars that if the ruler decided to kill one third of the people so that the other third could live in peace, this would be permitted according to Islamic law." Al-Malki was speaking on Rotana Khalijiyya TV on January 2, 2016.
