On June 23, 2004, Channel 1 of Saudi TV aired a statement read by Crown Prince, Abdallah Bin Abd Al-Aziz on behalf King Fahd, in which he gave terrorists one last chance to surrender and repent. Following is an excerpt from his statement:
Oh brothers and citizens, Allah says [in the Koran]: "If they repent before you overcome them, you should know that Allah is forgiving and merciful."
Therefore, we announce, one last time, that we are opening the door of forgiveness, return to the right path, and acceptance of Islamic law, to all who have strayed and committed a crime in the name of religion which is nothing but corruption upon the face of the earth.
Everyone who belongs to this group that has wronged itself who has not yet been apprehended in terrorist operations – we offer them a chance to return to Allah and to reconsider. Anyone who accepts this and surrenders of his own free will, within one month from the date of this announcement – then he is secure with the security of Allah, and will be treated according to the law of Allah concerning the rights of third parties.
Oh brothers, citizens: All know that we are not saying this out of weakness or incapability. Rather, we give these people a choice, in order to show that we, the government and the people, have offered an open door for repentance and security, and if an intelligent person takes this offer, safety will be his.
But if an arrogant person treats this offer with contempt, then by God our forbearance will not stop us from striking with our force that is derived from reliance upon Allah the Sublime. We promise Allah to act with unbending firmness and an unwavering will, with God's strength and power.
